Its institutionalization dates of 1944, with Portaria n45 of the National Advice of the Work – CNT, moment where it stipulated the creation of the Sections of Social Service that they had for objective integration of the users, reproduction of the work force, amenizao of the social conflicts in a control perspective (CARTAXO, 1992).
